When is the sun in the northern part of the sky at noon for people who live on the equator?

On March 21st (the March Equinox) the sun in the northern part of the sky is at noon for people who live on the equator. This is the point every year marking the start of Spring where the sun crosses the celestial equator.

What are the options?  

Many foreign companies buy/build hotels in areas therefore most of the profit from tourism goes to these companies rather than the local economy or local people. 
also, these foreign companies might only employ foreign workers with experience meaning they receive more pay whereas local people would be employed for low skilled jobs and lower pay.
