Explanation:

The newly proposed constitution back then in the 18th century, supported by the Federalists, outlined the powers of the three branches of the government, established relations among state government, the process to amend the constitution, to ratify it and general and miscellaneous provisions. However, it met with the rejection of the Anti-federalists (who leaned to give more power to the states and the people) as it failed to have a bill of rights that explicitly guaranteed the protection of people's rights such as the right to freedom of speech, press, and religion.

The Anti-federalists were against its ratification because they feared that without a Bill of Rights, the government would abuse from its power and  social injustices would occur.
