The options B and C which are predicting and inferring respectively, are at all times aren't related to locating specific information within a text. Though the process might lead one to infer and in turn predict, it is but after the process is done. Skimming and scanning, however, are very related and closely knitted to each other. When talking about reading, skimming and scanning always comes in hand in hand. When the one is mentioned, the other one also comes into mind and/or vice-versa. Skimming pertains to fast-reading through general terms and only the important parts are read. Scanning would be locating specific information with a text. Hand in hand, using both of these would save time in reading and understanding the context of what is read. This is usually done when cramming.
