At the beggining of The War of the Worlds, you can see the ending of the book, and how it all came to an end, but all through the book you can see how people are self centered, everyone by themselves, trying each to escape and survive, and prideful because they never thought martians could be dangerous and that our army could beat them.

i believe it is the first choice (1.)

because the major theme is(“both the wild and civilization have rules.”)

and also as u said,( based on what buck learns within the call of the wild, "both the wild and civilization have rules".this is true of humans within society as well.
