Solubility is the maximum amount of solute that can be dissolved in a certain amount of solvent, at a certain temperature. If it is not possible to dissolve more solute in a solution, the solution is said to be saturated.

In this case we cannot measure the amount of solute that dissolves but we can calculate the amount that did not dissolve in the water.

At 20 ° C there is 12g of substance that did not dissolve.  

This means that 38g of the initial 50g were dissolved . (50-12=38)

And at the same temperature there is 45g of substance B that did not dissolve.  This means that only 5g of the initial 50g were dissolved . 50-45 = 5g.

At 20 ° C substance A is more soluble than B. This can be compared at other temperatures and it is seen that substance A is always more soluble than B.
