Should we keep rebuilding cities that flood or use relief funds to people and business relocate?

We should help people because what is the point if we spend money on structures that are going to fall apart anyway when we can help our own people to their feet.Instead of spending money to the trash we can spend it for a cause a reason!

Mitochondria produce atp, a high energy compound. atp is used for all sorts of enzyme-mediated reactions, such as making proteins/nucleotides/etc, certain compounds cross the cell membrane, muscles move, etc.  without this source of energy, a cell will die. it will not be able to repair itself, defend against pathogens, etc.
