As a comic book writer do i need to give they artist a physical description of the character and costume

IT would be incredibly helpful to an artist for them to be able to know what you want, but it isn't necessarily necessary.

It is a comic book so the reader would already have known about the character looking at the picture. I do not think you should describe the characters appearance as well.

They are discriminated against and made fun of for being foreign
