Swift targets people who make the most of their ill-gotten opportunities to take advantage of people who they got to believe and surrender to them.His assumptions addressed his concerns of people taking up most of the power and the poor people becoming poorer and poorer. He assumes that people will read these and will be willing to make those changes and that it is a simple task despite it not being so and it is actually quite a challenge.He discusses some solutions so as to help lessen the damage that his proposal would do. The purpose of this is to let the readers imagine how difficult the country has been that it came to the point that this kind of proposal is the only solution.He noted at the end that this proposal came from the very ill-fated thoughts of a visionary which makes this proposal all the more satiric.
