What apps or what method or how do you learn a language kinda fluently?

I usually watch american movies (cuz im a filipino) i speak english fluently in american accent

Hi. I know this might not be helpful in some way or you might just think that you know I am not helpful. But, in simpler words. Even though you might not know that much of the language you would want to learn fluently,  you are perfect just the way that you are and no one would change that no matter what they do to you. If you want to get better in the language you want to learn you could use apps that help you like Duolingo or Rosetta Stone. That is recommended from me. And if you just don’t find those apps helpful you could find some others ones and even be excellent in Spanish in a few weeks and you might even want to learn some other language and become a pro at that. i remember a kid from africa moved to our school and she didn't speak no english. well she did but it was very limited but all the kids including me would ask her question like has she ever hunted a elephant or ever been hunted by a lion. to us she was so interesting even thought she was ordinary but by the fact she was from a different country we thought things were different. (honestly i asked her if she lived in a mud house on the savanna.) do i feel bad about approaching her yeah but do i feel bad about asking her question no because i would have never found out all the cool things about africa that aren't true
