Disagree--access to education is an equal opportunity and therefore all members of American society have the same opportunity to take education and move up in social class. Federal standards have ensured learning goals are consistent in all schools and districts despite the money available. 
Agree--schools, in particular public schools, are located in social class neighborhoods and funded by the property taxes available from that neighborhood. Therefore even though each child has access to education, they education is not all the same. Wealthy neighborhoods and districts can attract better teachers with more pay, have up-to-date materials and technology, as well as more advanced classes. Whereas poorer districts are in the opposition situation. Those who are poor, go to poor schools, and then are getting a less adequate education.
