How has saudi arabia set up private enterprise over the last 30 years

It set up private enterprises over the span of 3 decades by giving the government control over Oil as their most important resources.
The government then will auctioned which private enterprises could and could not exploited the oil resource in their country (but most of them who can usually had a really strong connection with the government.)

What the question i don't get it do u mean what she needs to do to auctually become one
