Yes, people in need are encompassed within the people who would be provided this monetary aid, however, they also include many people that may not need it, such as non-citizens, non-residents, illegal immigrants, etc., in which they pour tax payer moneys into those who are not legally here, when that money should be used to better the lives of those who are here legally.
