In simple words, The truthfulness or incorrectness of an operation is determined by the repercussions of that activity, according to a consequentialist value system.  A non-consequentialist valuing concept evaluates the truthfulness or incorrectness of an operation primarily on its inherent features rather than its effects.

Natural law morality maintained an unconditional ban of any activity that immediately opposes any basic value, rather than depending on consequentialist considerations. Natural law morality acknowledges a unique set of conditions where its unconditional restrictions might be reduced.
