Why did germany need a new government in 1919?

In 1919, Germany had just emerged as the loser of World War I, meaning that as a condition of their surrender they were forced to creat a new government that wasn't involved in the destruction of the past.

The changes to agriculture in the united states since 1900 is that increased mechanization has increased food production, thereby increasing the need for labor. there has been an increased need for higher speeds of food production due the fact that the population in the united states continues to rise.
