I would start an investigation process to find out the reasons for high drug use and based on that create a strategy to counteract that situation.

Explanation: There are several reasons why young people can get involved in drug use. Influences, repetition of patterns in the home, and lack of opportunities. To identify these problems, I would approach several of them in order to know their reasons. Based on the reasons, I would initiate talks to educate them about the use of drugs and the opportunities they have in life to choose a better path. Those young people who are most vulnerable would be treated with psychological therapy and medical help.
