Only educated and enlightened people utilise their rights properly. How? justify.

Those who feel that only enlightened people use their rights properly lack the confidence in the idea that majority rules because the average citizen is not forward-thinking or informed.

There are conflicting views on the role that citizens play in terms of electing authorities and exercising their rights as integrants of society. In ancient Greece for example, scholars like Plato and Socrates were critical of the view of democracy that holds every citizen should vote. Much of Plato's writings were about his alternatives to democracy.  Plato made many arguments in his works like The Republic that cautioned against democratic rule understood as the majority get to vote and decide on social laws. Plato stated that "the organization of the city must be confided to those who possess knowledge, who alone can enable their fellow-citizens to attain virtue, and therefore excellence, by means of education." In modern times it is feared that majority-rule democracy can lead to populism which is a politics that expressly tries to appeal to ordinary people who feel under-represented in the status quo sometimes at the expense of making difficult reforms or instituting progressive policies.
