In a federalist structure, a country is divided into different states who have their own autonomy. But, those states need to follow the general guidelines of one Central government who oversee them.

By giving the states their own autonomy, State government officials could create a legislations to address the problem that they have on local level without necessarily have to wait for the approval of central government. The state just need to ensure that its action do not violate the general guidelines given by the central government.
