i know for a fact that fema was strengthened and given more resources and more authority, evacuation plans also became far more common amongst communities, families, and places of work. and under 10 U.S. Code § 12406 - National Guard in Federal service: call  the third answer would also be correct. not quite sure abouth the last one.
