This is because, a leader is chosen in a democratic government by the people of the country through voting, while in the undemocratic government, a leader imposed himself or herself on the citizens maybe by coup.

In a democratic government, all citizens, whether poor or rich have the rights to choose their leaders by voting.

And it is undemocratic when the press does not have freedom of information, voting right is restricted to certain group of people and when government can not be criticised.
