The answer is true, because for a falling state to rise again it has to reform it's constitution, by amending some foreign policy law and government policies, so that investors can come in and boast the economy of the state, this can also help the state to rebuild a new way of sharing power among the government.

It has to reform the institution, which includes the government agencies and the arms of government. New policy should be drawn out for the institution and new appointments should be made in those institution.

They should be an active person who will speak for the state government at the national level and who will speak for the local government at the state level.
