Each house (the House of Representatives and the Senate) is the judge of elections, returns, and qualifications of members of  Congress.

Explanation:

The Constitution of the United States, through Article 1, dispenses the right of judging the elections, returns, and qualifications of the members of each house to the houses itself. The same article defines the quorum of each of the houses as the presence of the majority of members (more than half) of the house.
