9. The Ninth Amendment: Ensures that the enumeration of some rights to deny other rights retained is forbidden.

 10. The Tenth Amendment: This amendment ensure that all powers that have not be given to federal government, or those that are not restricted from states by the Constitution, are given to the people or to the states.
