This is a stage in which people start to ask question concerning values that constitute a good society. They start to make comparisons with other societies and adopting their values if they see them fit.

This is when a person start to realise that eventhough the law is made to benefit the majority but there comes a point in which the same rules may not work in favour of an individual person.

This begins when a person can have their own personal values apart from those shared by the majority of the people.
