Statement and objective of poor service delivery

I'm sure that no Government put 'poor service delivery' as their objectives.

But, if a Government are forced into a condition where he cannot deliver a good service toward its people , its objective is most likely :

- To allocate the Government Resources into a more important and pressing matters

You can drink laxative, or  do this exercise when you are sitting in the bathroom on the toilet. to relieve  constipation  fast or in about 1 minute, pinch your nose after your usual exhalation. start holding your breath. but do not mouth breath during this just hold your breath.
