Both were brilliant leaders. 

King Hammurabi took power of the City of Babylon in 1792 BC. He wanted to rule more than Babylon. Thus, he conquered other city-state until he completely ruled over Mesopotamia and some Assyrian lands to the north of Mesopotamia. He wrote the Hammurabi's Code, the written form of 282 laws. 

When Hammurabi died, the City of Babylon fell because of incompetent leaders. It was brought back to glory under the rule of Nebuchadnezzar II. He ruled for 43 years. He expanded the empire to the Middle East up to the Mediterranean Sea.
