The problem of the rural world is recurrent and has signs of deterioration that threaten social coexistence in a large number of countries. The insertion of agriculture in the new context of globalization is an aspect that has not been sufficiently studied and considered by the political actors that define public action. One of the problems that barely surfaces in the disputes over the definition of agricultural policy is the commodification of agricultural germplasm and the knowledge of new technological developments in agriculture. The discussion on how to conserve and use agricultural germplasm is relevant in countries like Mexico, because it is in one of the main centers of origin in the world where agricultural crops such as corn, beans, tomatoes, and many others were developed. ; Cultural diversity is one of the main livelihoods that has contributed to conserving this genetic wealth and this is in a situation of deterioration caused by the way in which governments act in the frameworks imposed by globalization and that are putting at risk the genetic diversity, universal heritage of invaluable value.

As one of the effects of globalization on agriculture can be seen as with the incursion of intellectual property rights in developed countries first and then in the member countries of the World Trade Organization afterwards, large transnational corporations have managed to monopolize the control of the generation processes of new technologies and agricultural germplasm; and with this there is an accelerated process of concentration of resources and powers by these large corporations, whose force has managed to subdue the national governments of the countries.
