Explanation: The central government had little power under the articles of confederation, there where many issues as the requirement of unanimous agreement to change the articles, the federal government could not regulate the states interactions with other regions, or implement federal taxes, this power was given to the states. Also each state had their own currency. The inability of the Federal government to implement taxes result in a lack of money and therefore, there wasn't a Federal army. All those problems became apparent after Shays' Rebellion in 1787 where a group of farmers in Massachusetts revolted against tax increases. The federal government found itself unable to finance troops to put down the rebellion, because the lack of resources explained before. This was eye opening about the fact that the articles of Confederation needed to be reformed.
