Why does new york law require an insurance agent to examine the existing medicare supplement policies of a prospective insured?

I believe the answer is:  To determine the suitability of potential changes

To make the conclusion, the insurance company would send several agents to investigate the claim. The purpose of the investigation is to determine whether the damage that's caused is self inflicted or caused by personal carelessness that would not be protected under the agreement.
