It is not likely that any living organism could survive on the martian surface because of insufficient atmosphere cold temperatures ultraviolet radiation

Insufficient atmosphere is the obvious answer but it's also debatable, there have been organisms found in places of the Earth where everyone said it would be impossible to for anything to survive. Extreme depth/pressure and temperatures in the oceans are just examples.
