This diagram shows water run-off in areas with various greencover-urbanization levels. When rain falls in areas with all natural ground cover, up to 85% of the water will infiltrate the ground, allowing only about 15% to run off the land. Runoff increases as urbanization increases, which can lead to flooding and water pollution. The developers of Maria's coastal community are hoping to build many more houses and apartments in the area. Along with housing they expect to build a new shopping center and a business complex. A community meeting was organized to discuss ways that they could continue development without increasing run-off and potential problems. Scientists from the U. S. Geological Survey partnered with local, academic, and other Federal agency scientists to better understand the effectiveness of different stormwater management systems. Management of stormwater runoff is necessary in urban areas to address flooding and water quality concerns.

The community group considered many factors before moving ahead with any plans or making any decisions. These factors included all BUT ONE of those listed here.
A) building footprints
B) local water quality and quantity
C) necessary road construction to support buildings
D) drainage area characteristics including land cover, slope,
and soils
