Consider a cube-shaped object. to shear it, equal but oppositely directed forces might be applied: to opposite faces, perpendicular to the faces to adjacent faces, as long as the force is not perpendicular or parallel to the faces to opposite faces, parallel to the faces to adjacent faces, perpendicular to the faces to a single face, in any direction (you don't need two only one is required for shear)
