It is hard to treat because people that use drugs often don't want to stop or they know they have a problem but cannot be truthful to themselves. And cognitive liberty its thats person's body. it is their liberty .

Throwing people in jail and treating them horrible doesn't make them want to stop doing drugs. Programs work with a 90% success rate in some european countries. A psychologist ( depends on the one you have) will most likely ask you why you use and offer treatment.
