The equation of a line is given by:

y - y1 = m ( x - x1 )

You are given m = -3
And the point (-2 , 4)

Sub these values into the equation,

y - 4 = -3 ( x - (-2))
y - 4 = -3 ( x + 2 )
y - 4 = -3x - 6
y = -3x - 2
