Someone please help me, im really confused and need serious help :(

The equation of a circle uses the coordination of the center as well as the radius.

(x – h)2+ (y – k)2 = r2

h is the x value in the coordinate
k is the y value in the coordinate
r is just the radius

So substitute those values to get
(x-2)^2+(y+3)^2= (3)^2

(x-2)^2+(y+3)^2= 9
