An upside down cone used as a cup as tall as 7cm and the radius is 4cm. The cup was filled at a constant rate. It started empty. After 2 seconds, it held 70cm3 of water.

Find the percent of the cup that is filled with water after 3 seconds.
Use 3.14 for π and round your answer to the nearest percent.
