Arnold uses a recipe to make rock cakes. The ingredients are self-raising flour, butter and sugar in the ratio 7:3:2 by weight. Arnold has 900 g of self raising flour, 600g of butter and 450g of sugar. Each rock cake needs about 48 grams of mixture. Work out the largest number of rock cakes that Arnold can make.
