Does anyone know how to get these dumb restrictions off this chromebook

You must force restart the chromebook. It is  probably a school computer so you wont be able to get the software/extenstions back. Sadly there is nothing you can do. If you have another computer you can use Chrome remote desktop to connect to it and control it.
