Express 40% as a fraction in simplest form

Me, prove a quadrilateral with vertices g(1,-1), h(5,1), i(4,3) and j(0,1) is a rectangle using the parallelogram method and a rectangle method.

[10 points, algebra 2]according to my answer key the restrictions are -1 and 4. but why not positive 1?
