length is 3 times width

l = 3w

The formula for perimeter for a rectangle is 2l + 2w = P

2(3w) + 2w = 16

6w + 2w = 16

8w = 16

w = 2

l = 3w

l = 3(2)

l = 6

Area is length times width

(l)(w)=A

(6)(2)=A

12=A

The area of the sign is 12 inches squared or 12 in²
