A full circle = 360 degrees.
 The central angle would be 360 degree / 16 spaces ( The 16 cars would mean there are 16 spaces, each space would be a central angle between 2 cars)

Central angle = 360 / 16 = 22.5 degrees.
 

The circumference of the wheel = PI x radius x 2  = 3.14 x 20 x 2 = 125.6 feet.

The arc length would be total circumference divided by 16:

Arc Length = 125.6 / 16 = 7.85 feet

The area of the full wheel =  PI x radius^2 = 3.14 x 20^2 = 1,256 square feet.

The area of one sector would be total area divided by 16:

Area = 1256 / 16 = 78.5 square feet
