Proportional means corresponding in size or amount to something else.
Basically when two quantities always have the same size in relation to each other. In other words, they have the same ratio.

To see if multiple ratios are proportional, you could write them as fractions, reduce them, and compare them. If the reduced fractions are all the same, then you have proportional ratios. Or by testing for equivalent ratios in a table or graphing on a coordinate plane and observing whether the graph is a straight line through the origin.
