What i am understanding from your question is that you want to ask a difference between rational function and rational equation, but if you want more then don't hesitate to ask from me.now,rational expression  is simply the ratio of two polynomials which may be written in the foam of p(x)/q(x) where q(x)  is not equal to zero because 1/0 foam doesn't in the mathematics.e.g    (2x³+3)/(2x²+6)rational function is also the same as rational expression the only difference is that we set it equal to some variable so that for every input we get an output .e.g    y=  (2x³+3)/(2x²+6)some important points about  polynomial  -it is written in the foam of p(x)=a(n)xⁿ+a(n-1)xⁿ⁻¹₁x+a₀    (n,n-1 are in the subscript)-n is the non-negative integer means it is from 0 to infinity.-the coefficients a₀,a₁(n) are real constants.e.g  1+1/x is not polynomial because if we write it in simplified foam 1+x⁻¹ then power of -1 is not an non-negative integer.
