One implication of the research is that making probation tougher doesn't work. Community supervision may be no worse than incarceration. Lipsey and Wilson (1998) found that among programs that produced consistent evidence of positive effects for serious offenders, noninstitutional programs showed greater reductions in recidivism than institutional programs. Although offenders released to community supervision commit some new crimes, the fact that they do no worse and may even do better than offenders sentenced to training schools and then released on traditional aftercare suggests that society can use community supervision knowing that it's not more harmful than incarceration.
