EVOLUCION DEL DERECHO AMBIENTAL EN LA ARGENTINA Si consideramos al Derecho Ambiental como el conjunto de normas que regulan el ambiente, y, a su vez, definimos el ambiente como el sistema en el que interactúan y se interrelacionan de manera condicionada los distintos elementos que lo componen, diremos que el Derecho Ambiental en Argentina está integrado por la normativa que regula los recursos naturales, las actividades y los efectos que el hombre lleva a cabo para modificarlos para la obtención de los recursos culturales, como así también los residuos generados a partir de esa transformación. Se pueden distinguir varias etapas en la formulación de normas ambientales en Argentina, que pueden sintetizarse en: 1- Regulación estática de los recursos naturales 2- Tratamiento dinámico del ambiente. Etapa subdivida en: - Aprobación de Tratados Ambientales Internacionales - Normativa Provincial 3- Reforma de la Constitución Nacional 4- Elaboración de Normas de Presupuestos
