During the 1930s, the President Roosevelt and Congress went towards a path of neutrality. The federal government was more concerned about helping America recover from the Great Depression rather than getting involved in another foreign conflict.

To ensure neutrality, there were a series of three neutrality acts passed by Congress. These acts forbid US citizens from traveling on ships that may be considered hostile and also restricted the US from trading weapons with any country that is current involved in a war.
