After the passage of the 20th Amendment in 1933, each new congress began its term on January 3rd rather than March 4th.  This change allowed for new congress people to be seated and active within two months of their election rather than four months.  

Opposition to the nra came to a head in 1935, when the conservative supreme court declared the agency unconstitutional, claiming the nra gave the executive branch regulatory powers that belonged exclusively to congress. this decision began a series of court decisions that overturned key elements of the new deal.
