Is an organization like the department of homeland security more of a protection for the american people or a potential threat to their liberties? why?

I would say that in the screening of airline passengers yes that protects the American (and Canadian) public but where used for spying like on the internet they most likely infringe on the rights of ordinary Americans and their freedom of speech and right to their beliefs and practices.
