I believe the answer is: the parties have converted the electoral college, and both houses of Congress organize and conduct business under party rules.

Party practices refers to the set of rules that must be followed by all members of a political parties, depending on the issue that they held as principle. This practices include allocation of power (such as the conversion of the electoral college) and rules and etiquette in all government branches.

the tariff was created to protect industry in the northern part of the united states. industries in the north were being driven out of business by imported goods that were priced at a low rate. the goal was to protect these industries   by taxing the goods.
