I would say that it is the existence of the camps that really shocked people. The locations weren´t a big factor nor the size and scale. And the camps weren't that secret either. Most people in Germany knew about it and the news distributed as well. Businesses in Germany also helped pay for the camps to be built and helped design them. (A little extra information).
