General Scott's strategy was known as the Anaconda Plan.

Explanation:

The Anaconda Plan was proposed in 1861 by Union's General Winfield Scott as a strategy to win the Civil War with minimal losses, by blocking the Confederate States of America at sea, and by taking control of the Mississippi River.

The plan consisted of two parts:

-Blockade of the coast and ports of the Southern states to prevent the export of cotton and other products, and to stop the import of war equipment.

-Cutting off the southwestern states from the rest of the South by checking the entire length of Mississippi.

When he launched his proposal it received a lot of criticism. A famous newspaper cartoon featured a huge anaconda snake strangling the Confederacy, giving the plan its name. Despite the Northern Government never formally adopting the plan, President Abraham Lincoln executed both parts.

Lincoln called for a maritime blockade of the South on April 19, 1861, six days after the fall of Fort Sumter. The blockade was already very successful after six months, even though 5000 km of rugged coastline had to be monitored. Two years later, the blockade had been tightened to such an extent that it had become almost impenetrable.

The second part of the plan was carried out by armies commanded by Henry Halleck, Ulysses S. Grant and Nathaniel P. Banks and by United States Navy units under Andrew H. Foote, David D. Porter and David G. Farragut, who gradually took control of the Mississippi, which they finished in July 1863 with the fall of Vicksburg and Port Hudson.
